You can do them anywhere you have space. Arms high is a high-impact exercise, and you should do this activity only if your joints are in good condition.

Best ways to do

In a Beginner Circuit: Alternate 10-30 seconds of Arms high and Shoulder shake for 5-10 circuits. Gradually work up to longer sessions.

In a Cardio Circuit: Alternate 30-60 seconds of these activities with other cardio exercises such as Side to side, Arms press, Arms roll, Elbow press, and Hand press.

In a Cardio/Strength Circuit: Alternate 30-60 seconds of these two exercises with strength exercises, such as Bridge Dip, Push-ups, Standing Push-ups, Triceps kickbacks, Shoulder side to side, and Biceps curl.

With feet hipwide apart, start tapping from side to side whilst shaking your shoulders in tune.  Feel the energy flow through your chest. Breathe actively.
